inner fender/wheel house question

I am replacing the wheel arches with patch panels on my 93 long bed. The inner fender/wheel house is also badly corroded on the edge that meets the fender (like its gone). I can't tell, but it looks like the inner fender is spot welded to the outside wheel arch panel in a few spots and that's it. If that is the case, can I just cut out the bad part of the inner fender and patch in a few spots to the wheel arch (for stability) and rust bullet the rest of the inner fender? Or does the whole inner fender need to be replaced? I don't think it does a stellar job at preventing water behind it when new.
