FOB...what's the trick to programming?

The work truck I recently bought (1998 F150, 5.4l, auto, power doors/mirrors etc.) did not come with a FOB. I happened to have an old one from a previous truck laying around.
I've tried the recommended method: start-turn off-restart the truck 8-10 x's and the locks are supposed to lock and unlock? Well they don't...so is there something I'm doing wrong? Do I have to wait a certain amount of time in between starting the truck and turning back off? Or in between starts? I'm perplexed.

i think the turning your tumbler on and off several times only deactivates the automatic door locks when you reach a certain speed at least thats what it says in my manual

If the FOB you are trying to program is from a 99 or newer I don't think the security system will recognize it.
