Under coat removal

So, I have the bed off my truck and want to remove all the old undercoating. Most of it flakes off but some is still on real good. I plan on doing the frame too and was thinking about using POR-15 to paint it once I'm done. Anyone have any input ? Whats the easiest way I can strip the undercoating in my driveway ? I don't have a lot of money and blasting or dipping it is not an option.

I've chipped it off with a wide blade gasket removal tool (takes forever). I've also used a wire brush in a drill, still takes forever but is less work on the human. Wear a mask for method 2. If the stuff is good and hard shouldn't take a lot of effort.
