You can use one from a F350, typically they go into the leaf pack just like your stock leafs do. You have to measure it and put it in the middle of the leaf pack, where it follows the gradual step of the leafs. You will also need a new spring center bolt. NAPA typically has these in stock, you just have to figure out the lenght and diameter needed

Blocks will increace the lever arm from the load point of the spring from the axle center and cause more force through it. Longer shackles can do the same thing. They can add torque put on the shackle bolts and transferred down to the spring center where it touches the axle. Correct springs is the best way to go, but it all comes down to what you're doing with the truck. A general hauler can get by fine with blocks and or shackles. A mud stomper won't. Mine is mainly a hauler with some light offroad use and I'll probably add a block.
I'd never heard of flipping the shackle, I'd have to look and see if there are more holes in it? I'd like to add 33's when replacing my 31's, but it's more to drive up in the mountains.

Why would Ford stack blocks on a $50,000 truck? Think about it, $50,000 truck that they put some $10 blocks on instead of spending $100 on a better/proper shackle saves lots of money over thousands of trucks. Factor in that the trucks that sit lower and the trucks that sit higher share the same shackle adn only difference is blocks and u-bolts... More money saved vs. two different shackle designs.

Oh, another option for cheap (free) lift is to flip the factory shackle, which I believe will get you around 2" of lift, maybe slightly less.
