Are you talking about the lock cylinder itself, or the electrical switch? I'm assuming you mean the cylinder. If you have a tilt wheel it's simple, turn the switch to the run position and insert a small punch or phillips screwdriver through the hole located on the bottom side of the column, directly under the lock cylinder. Push in to compress the pin, then simply pull it out. If you do not have tilt, you'll have to pull the steering wheel to gain access to the release pin...otherwise the procedure is the same.

What exactly is it doing? It's very common for the switch actuator to break on tilt columns, which is an entirely different procedure that involves disassembly of the column.

This column does not tilt.

No radio / wipers if the key is in the acc position. If i jiggle key radio comes on wipers work.

While truck is running the radio / wipers will not work when i hit bumps, etc. When i jiggle key they come back on.

Someone told me my switch is probably bad,or the electrical connetor burned causing short? I have smelled not burning smell though?

Key seems very easy to turn now compared to before these problems.

Rowdy gave you great directions on how to change the ign lock barrel. However from your last post I would think you have a bad ign switch. You will find the ign switch on top of the steering column and under the dash. It is connected back up the column to the key switch by a rod.
Check the wiring connector to it first.
