1993 F-150 wiper problem, not working.

I have a 1993 F150 XL 4.9 the wipers died. Since I purchased the truck 4 years ago the wipers never worked well. Unit is a two plug with washer.
No current to either connectors. Wiper brain behind glove box looks good when removed and opened. It does click. The no.2 in the fuse box now gets hot, the wiper motor when running did as well. I assume no.2 is the relay? I tried to remove but will not pull out. I removed the two screws to remove fuse board, the screw brackets will not allow the boards to be removed. How do I remove what I think is the relay to test and or replace?

If the wiper motor was hot then I would think it is faulty and maybe pulled something else down. Hopefully some of the experts will reply soon.
