COE signal arm, What is it and purpose?

On the 4th picture down the signal arm mounted on the side of cab, Whats it for?? I have seen a couple COE's now with that on them. any ideas.

nevermind, its a turn signal in lieu of using your arm, duh... since the cargo of bed is so wide. cool anyway though.

nope, not my truck! I just found that one on the web.

I am hoping to get a 38-40 COE someday though.
