No firearms needed. (And to keep this legal, I'm quite certain that my friend Dave forgot to turn on his 'sarcasm light'!!!!)
Try a trap, or two.
They're not that expensive, and they will keep (whatever) alive, until you can dispense with them legally.
(Since they CAN carry rabies, I'd suggest a 50 gallon drum/trashcan filled with water, and let them swim underwater for a few minutes after being trapped.)
Then, after their underwater swimming session, deposit them into a "Glad Bag" and toss with the trash.
To keep this humane. . . you've tried to contact DNR and Animal Control and they are reluctant to do anthing, so, I'd say you have their 'blessing'.
Racoons do pose a health risk/hazard.
IF you catch a cat in the trap(s), they can easily be released, unharmed.

Good advise on all fronts, Keith!............As much as I would like to declare total war on raccoons, possums,cats, etc.....that invade the property, your way is best...And, its true..If any critter is going to introduce rabies to the neighborhood it will be a racoon! handle with extreme care!

Raccoons are known carriers of Rabies this year, regardless of what you do, handle them like a Typhoid patient with HIV. A baited trap will work, but be prepared to transport them at least 75 miles away. And before doing this transport, completely cover the cage, block all light. For some strange reason, they can find their way back and they do it with the magnetic poles of the earth. I did not believe this until I had trouble with a pair that drove me crazy. I caught this pair at least eight time and each time I moved them a little further away. The last time I caught them, they had three cubs tagging along. I called the game warden. He told me that if I was going to do a catch and release, to take them at least 150 miles away, but to find a large speaker magnet. Place a thin piece of steel on top of the cages and put the magnet dead center. It somehow screws up their sense of direction. All I can say is that in following his direction with the steel, magnet and darkness is that it worked, they never came back. I took them 75 miles away.

I guess we'll have to agree to disagree.
I, for one, do not have anything to do with "arms" and alcohol. None, at all.
What others do. . . well. . . that's up to you, but, I cannot (and will not) advocate the use of a crossbow, rifle, shotgun, bow and arrow, handgun. . . and alcohol.
Not safe. That's all I'll say 'bout that.
Drowning a trapped racoon is humane. They will feel no pain.
Trust me on this.

The last racoon visit involved over four of them. A dang racoon convention in my yard!! And they have no fear of humans it seems when they are in numbers. I think that one of them gave me the finger!
My cats were crosseyed. My cats never seen so many LARGE rats with funny tails in their lives!

Yes, I have almost drowned. Many years ago.
And it is a lot less painful than a bullet or a knifeblade.
I'll leave it, at that.

really, thats the best you could do. make fun of a typo? thats sad
bullet is fast any painless if done right. yeah, if you shoot its foot off thats a painfull death but a 45 acp to the head is instant. then all you need is a shovel and a garbage bag. never have to touch it.
