Cheap PCM programmer???

for a reflash...you are pretty much stuck with the Ford house doing it.
They are the only people with the correct PCM flashes and tools. Other people can do the actual process...but only Ford has the "code".
There are litterally hundreds of "codes" available for the F-150 and the various configurations.
What does that TSB reference? and why do you think you need it applied?

TSB 04-21-14 is for "Some 2004 F-150 vehicles equipped with a 5.4L 3-valve engine may exhibit a hesitation on acceleration and/or erratic idle when coming to a stop."
That is exactly what I am experiencing. It could be something different but seeing as how there is a TSB describing my symptoms I kinda figure it was a good start.
At a stop my tach jumps a few RPMs (a very even "tick" like an oscillator) and the truck hesitates/lurches on takeoff. The RPMs are low enough sometimes that the air conditioning gets warmer than it should and the truck also hesitates after letting off the gas while driving.
No check engine light or any other indication of a fault/problem and engine runs great while gas peddle is applied.

you recently buy your truck?
if so, I highly suggest you unplug the battery for 30 minutes. This will force reset the PCM to factory defaults. Then the truck will learn your driving style and shift patterns.
Might not directly fix your issue, but it can have a major effect on vehicle performance.
in this case, I think you are pretty much stuck with that $100 charge. like I mentioned, there are litterally hundreds of PCM flashes available. All they can do is check that you have the latest specified. Even if you do, they'll still charge you that fee.

Bought the truck new April 04. Have unplugged the battery and "reset" everything.
Recently installed the Champion 1 piece plugs, gaped correctly, new coil springs/boots and now the truck idle is "jittery" (for lack of a better word) and a little low on the RPMs. Runs great if I'm driving and idles good if I give it a little gas.
If there was a problem with the plugs or coils, would it run great if not idling???
