why so bad gas mileage?

why was 1986 f150 trucks with 5.8 liter so terrible on gas mileage. Even when it was new it only got about 10 city and 15 highway....now it gets only 9 city and 13 highway. Is anything to do so I can get better gas mileage. The engine has only 63000 orginal miles.
