89 tilt wheel and cruise control in a 91 with no cruice and standard wheel?

Can it be done and what parts do i need from the donor truck?

You can bolt the tilt column right in. You can then put your steering wheel center in it that doesn't have the cruise buttons, or you can swap the steering wheels if you like. The cruise uses the same wiring as the turn signal switch, so there is no wiring difference between one with or without cruise.
You can also swap the lock cylinder so you key stays the same--provided you have the key to the new column. There is a pin you push in with a small punch with the key in the run position, then the whole thing will pull out. On the tilt column, that pin is on the bottom of the part the lock cylinder goes into and it is on the outside of the column housing. On the standard column, that pin is on the inside of the column housing, so you have to remove the steering wheel to get to it.

So you are trying to add a factory CC to your truck? I would just swap columns, that way you get the tilt option as well.

To install the cruise, you will need the speed control amplifier that is mounted behind the ashtray. The main dash harness might already be wired for the cruise control. The amplifier has a 6 and an 8 pin connector.
Under the hood, you will need the speed control servo, mounted in the upper rear corner on the driverside. The throttle body bracket should be ready for the servo cable. A vacuum line has to be run from the engine to the servo and one from the servo to the brake pedal dump valve.
If the dash harness and underhood harness isn't prewired, it wouldn't be too hard to make up a small harness, providing you have the plug ends for the amplifier and servo.
On the speedo cable, a speed sensor is needed, so the speedo cable from the tranny to the speedo head is needed with the sensor built into it.
