I've been battling the same symptoms. However I am seeing white whips of smoke out the intake. tested the fuel shutoff and it clicks. Does it matter which wire goes to which spade on top of the IP? There is the black wire and the white one. Which goes where?

your starter is bad.it turns it over but overheating and drawing alot current. Get a rebuild and see the difference. Then install an E pump for the lift pump. And down the road your batteries and starter will thank you.
