110v Cable in Bumper?

I recently removed my bumper to swap it out for one in better condition and to repair the fog light assemblies. When I took the bumper off, I found what looks like a black extension cord. This looks "factory" as it has corrugated tubing around it, a cover for the male end, and it has that "factory" look. I tried following it but I could not figure out where it lead.

Any ideas as to what this is?

BTW is this standard in the EX's?
