1995 7.3 starts,dies then restarts

My neighbor is having an issue with his 7.3. He cranks it and it starts for 3 seconds or so, then dies. He then has to crank it 4 or 5 cycles for it to start and then it runs great. The truck has intake, chip, and down tube. What is wrong? Any help will be greatly appreciated. Thanks

Is the CEL light on? If so...

Have him check the valve cover gasket/injector wiring harness on both sides. These are one peice gaskets that have connectors that run through them to the injectors. They are notorious for getting hot and melting, which shorts out the connection. They are cooled by oil so this mostly happens if you let the truck get low on oil.

Check all connections to the gasket and then pull the valve covers and check wiring underneath. It's best to actually pull the connectors apart. Sometimes they look fine on the outside but are completely melted on the inside.

Remove the chip and see if it runs OK.
What chip is installed?
A scanner would be very helpful.

Not sure what chip he has but I will see if he will pull it out for a test. Will a standard OBII scanner work fine?

Check the wiring to the IPR and check to ensure that the flimsy not on it is not loose. Then check to ensure that the HPOP has oil in it almost to the top.
Check for codes.
On a WAG- Change the CPR.
