Frame Bracket Repair needed?

I'm replacing the cab mount on driver's side, and after removing the rubber mounts, it looks like the hole in the frame bracket has rusted larger over the years and is too large. It measures 2 1/16"; the new rubber "puck" measures 2 5/16".

My question: how big should the hole be in the frame bracket? (it seems it should only be ~ 1/2" diameter so that the bolt fits through it?).
