Replacing lower ball joint

In replacing the lower control arm ball joint, is it necessary to remove the tie rod end and torsion bar?

You do not need to remove the torsion bar since I assume you are not replacing the entire arm, even though some manuals say the ball joint is not serviceable. You need to pop off the tie rod end as well as the upper ball joint to remove the steering knuckle. Once that is out of the way just remove the split ring from the top of the lower ball joint and it's ready to be pressed out. Do a search in this forum for ball joint replacement. There is a good article on how to press the new one in with a floor jack. Good luck!
