Yeah Dave, this has been a real headscratcher for sure. Doesn't help that this is my first time working on this stuff. LOL The only thing I can think of is that the lift pump just doesn't deliver the volume at pressure that's required.
Any tips on where to draw fuel pump relay trigger signal from?

Opened the fuel line between filter and IP to see flow there, and the lift pump seems to be working OK... reaching about 5 lbs pressure after cranking it a few times. Flow rate seems OK, 1/3 pint in 10 secs looks like that was being delivered. fuel looked clean and without air.

So I am on a PILE O CRAP M$ borrowed system.
I've ordered a drive, It'll be a few day getting here.
Amazing how slow I work. LOL Just about got 'er done. Pump is installed on the frame, plumbing done, wire run up through floor and firewall to battery. Got to put in 5A fuse and relay (trigger from FSS I think) and done. But I am too old to be up this late, not going to risk the 3 hour trip through unfamiliar mountains tonight. Work will have to wait... and since I'm buying the business, and it's fully staffed, they'll be OK without me for the morning.
At least the plumbing is done, and it's running fine. In fact it seems better than ever. I had a weird 'problem' where most injectors seemed flaky... cracking the lines didn't result in stumbling. Now I am happy to note that all lines when cracked produce a stumble, and the whole bus rocks when I hit the accelerator. New injectors last week didn't really make a big difference, but this new pump sure does! I can't wait to see how it pulls!! If it can hold speed up a 5% grade I may wet myself.

O don't do that it makes a mess that stinks after it rots a little...
Besides stopping on a grade to cleanup makes for a hard pull the rest of the way up!
