It does appear to be a modified air intake. Since it is a corrections vehicle, could they have installed (in the past) a second battery where the normal air filter box sits?
I have seen this device before on Gov vehicles. It does not have duel batteries, but what I am thinking is that they converted it so that is used for CNG?

I agree. I suppose it is an modified air filter of some sort. It just first hit me that it was one of those dumb power boosters like an electric turbo charger that frequents E-Bay from time to time.
