Vacuum plunger to engage 4X4 97 F150

I lost 4X4 and wanted to check it out. Pulled the plastic cover and and everything is frozen. I see the plunger, a boot and the lever going up to the top of the diff but everything is stuck. What is the best thing to do.

i have the same problem im not sure if that my problem but im just curious how much was a new one and where did you get it?
