I have a DPFE on the shelf right now, but am holding off until I can see if the CEL comes back on. I did replace the air filter, and that was among the first things to look for in the diagnostic tree.
Is it a fact that disconnecting the battery for 5 minutes will erase the KAM? Per the CD shop manual, doing that will erase the KAM and turn off the CEL. If the filter fixes the problem, it will not turn back on.... Or so I hope.

Was there a TSB for this specific problem or did they just routinely update it?

The technician was informed of symptoms and previous attempts to solve same. I told him another tech had said to get the pcm re-flashed. He brought the vehicle back to me and said ther had been two updates since the truck was purchased. He did them and said he thought this would solve the problem. It did. Cost was $86.00 if I remember correctly. Good luck.

I think the Ford warrenty is good for 50,000 miles on emissions releated problems, the CEL is a emissions related problem, take it to Ford and have them fix it under warrenty.

Federal or California emissions are supposed to be covered by an 8/80,000 warranty from what I heard. Upped from the original 5/50,000 several years ago. FWIW.
Pull out the emissions warranty pamphlet, or check with EPA.gov

It looks like the only things covered by the 8/80 are the Cats and the PCM.

So, even though the dealer is charging you $150.00 for diagnostics and has the scanner connected they want an additional $110.00 to flash the PCM. One guy owns all the Ford dealers here so there is no incentive for competition.

Go to a Lincoln Mercury dealer... They can do re-flashes too. Or does he own them too?

You said:
"Not sure if its related but the problem seemed to start after replacing the gas cap to fix the gas cap light."

Is it possible you installed a gas cap with the wrong check valve? It could be that the pump is trying to pull fuel and the cap is not allowing air to enter to replace the volume of fuel pumped out. I did not know that there was a specific 'gas cap light'...
