under-bed spare tire mount

Hey all. Brand new here. Just bought a '78 F-150 Ranger 4x4. This is going to be my new project. Man, I love this truck. I'm not that experienced with a wrench, either....
anyway, the truck has 15" tires on it. and the bar that the tire rests on under the bed doesn't seem to fit quite properly in the rim of the spare. One guy told me that it may be made for a smaller rim?

Does anybody know how well those blades in the middle of that spare tire bar should fit in the rim of the spare? Are they meant to hold a specific size spare? Any feedback would be great.

The arm will only hold the OEM steel wheel.

The face of the wheel should be resting on the arm.
