Question vapor equalizer

alright, to those of you who've heard of tom ogle, does anyone know how to build his gasoline vapor equalizer?

Edit: I did a google search and found this: http://www.rexresearch.com/ogle/1ogle.htm Full diagrams, and his patent application are on this site also.

All this happened in 1977! If it worked so good why don't we have it in use now?
