front fenders loose

what is there suppose to be holding my front fenders tight at the bottom ,the one on the passenger side someone drilled a hole and ran a bolt threw to hold it tight but looks crappy and the driver side is kinda loose ,is there a bracket that maybe has rotted out? Oh and by the way this is a 58 f-100

its a completely different truck them my 49 F1, but my fenders are secured at the bottom with bolts thru the frame. Drivers side, rear, is actually holding the back support of the battery tray as well. Not sure if that helps though.
