Ball joints or valve in steering gear bad?

After reading the Ford repair manual for my 1992 F-150, I see a list of possible problems that could lead to my steering issues. I have narrowed it down (I think) to ball joints or the valve in the steering gear. Tire pressure and size is good. Here is the deal, when driving down the road, I noticed that the truck is pulling to the left. I swapped front tires and it did the same. Then after driving down the road, I turned around and came back home only to have it drive straight (maybe slightly to the right). It turns out that every time I crank the steering wheel to the right, it wants to steer to the left. So in order to correct this, I crank the wheel all the way to the left after I make a right hand turn... then continue on my way. I did jack the front up and there is play (I cannot see it), but it feels like movement from top to bottom of the front drivers wheel 1/8" or less. Any thoughts? I am not sure how the power steering works, but if it is easier to check, I would want to start there. Who knows, with 202,000 miles, they both could be bad. I have never replaced ball joints and am not looking forward to it if that is the case.
