You really should ask this down in our 7.3 section. How many miles on the truck? How does it run once it finally warms up? How old is the engine oil? What kind of oil are you running, and how cold is it outside right now?

Like F350-6 says you really should scroll down the main Forum page to the diesel section and post your problem on the powerstroke page.
However when you say it will now not turn over do you mean that the starter motor will not turn the engine over? If so you may need to charge the battery or check the battery terminals.
The starting problems could be bad glowplugs or bad glowplug relay and possibly a fuel delivery problem (clogged fuel filter or bad lift pump or loose pipe connection). The powerstrokes are electronically controlled so very specialized and so I am just guessing, the guys on the powerstroke page will know a lot more.
Good luck.

Oil has to be full in order to run.
