Does any one know if I can install the fuse and relay now so I won't lose it even if I don't plan to tow for some time? Or will I just burn up something electronically by having it installed and not using it.
Just leave it plugged in....I leave mine plugged in all the time.

I would be scared to put it in/ take it out all the time as I might forget to do it when i needed it.

It could be worse, my truck is missing 1 wire that is supposed to feed the brake controller, no fuse in the #17 pos. and only 1 prong, nothing to complete the circuit. My truck had a hitch, both 4 and 7 pin connector and harness in the glove box and a assurance from the salesman saying you can just plug in your controller and tow like your 05' you traded in. Took the truck back and it took them 3 hrs. to tell me I'm missing a wire, and don't know how to fix it, the last time they tried it they disabled the truck. They said they have a call into Ford technical for a fix.
