Wheel weight clean up?

What is the best method for removing this kind of residue from wheel weights? I've tried a green scrubby but that doesn't do very much. Any thoughts from the pro's would be greatly appreciated.

Its not residue from the wheel weights. Its oxidation on the aluminum. Only way to remove it is to sand the area, progressing to a real fine grit paper, then polish, then reclear. If possible, I try to either remove the wheel weights once in a while and apply a real good coat of wax then reattach the weight. Another way to avoid this would be to use internal ballancing or weights on the inside part of the wheel.
