Another High Idle Problem

Mines a little different, mine idles fine. On a cold start in goes up to about 1500 for a couple seconds and comes back down to an normal idle, like it should. On a warm start, it goes up to about 2000 for a couple seconds then comes back down to a normal idle. Switched out IAC for a known good one, checked for vacuum leaks (none), vacuum reads about 18"-19". My Tps checks out to. I also have a problem where if I just tip in to the throttle, the rpms with drop 200-300 rpms before they go up. Any ideas? Thanks

It all seems pretty normal to me. Just my opinion.
