Power Loss while Crusing

Power Loss while Crusing
First off... Truck is a 94 F250 with about 134k miles on it.
I have been surfing the forums for a while and have had my truck just about a year and today experienced my first problem. I went out and started my truck up and let it warm up for about 15 minutes or so and then headed off to work. About 3 minutes down the road while at a constant speed it would feel like I would lose my boost. When I blipped the throttle loss of power would go away and it would pull fine. When it did this it would make a sucking sound, almost like something was blocking the air filter. Or maybe a spraying sound is more accurate. This seemed to fade after about 15 minutes or so and when I popped the hood when I got to work nothing seemed obvious or catastrophic. Oil is due for a change, just hit over 3k miles but it has been in there about a year.
I really have no idea where to start and what to tackle first with this problem. Eventual plans are intake, dp and exhaust, DIY injectors (stage 1), TW chip, and possibly the upgraded bolt on turbo I hear about. Oh and of course new front springs cuase mine suffered the de-arch like so many of the PSD trucks out there.

you problem is a normal concern for any 7.3 in cold weather, its the exhaust backpressure valve activating, an emissions component ford/ international added to try and keep the motor up to temp. most people just unplug it, takes 2 seconds to do. its a 2 wire connector right under where the air intqke bolts to the trubo inlet.

Thanks guys.
Any reason this is just now happening? It didn't seem to have this issue a month ago when we were in the twenties and covered in snow.
Will unplugging this cause any issues? Throw any codes or anything like that? Oh, and if that doesn't fix the problem then where should I look next?
