A/C - no clue- but kinda sounds like an intermittent short.
From my Chilton's manual:
Cruise-
check fuses,
check to see if your brake switch is working properly(are you're brake light working properly- either stuck on or not coming on)
Visually inspect the control cable between cruise control motor and throttle linkage for free movement- replace if necessary.
I took a look at the wiring diagram but don't see a common point between the two systems- However it's late and the fine print is starting to make my head spin so I would review the diagrams yourself.
Some vehicles may exhibit a powertrain control module (PCM) concern that results in no crank, no start, or malfunction indicator lamp (MIL) with one or more diagnostic trouble codes (DTCs) present. There may also be intermittent or inoperative power windows, door locks, keyless entry system, lighting, speed control, radio, instrument cluster warning lamps (possibly dimly illuminated instead of being off), or other electrical accessories. The concern is typically more noticeable in wet and/or cold weather conditions.

Did you find a problem with the cruise, a lady friend here at work is having the same problem. The manual doesn't list a fuse for speed control...is there a fuse somewhere?
Check to see if switch at brake pedal is out of adjustment,I ussally put a paper clip in connecter to see if this is the problem,test drive to see if CC works----NOT the Brake light switch--CC deactivation switch.CC is NOT Vac ,it is electronic.Ac could be faulty Low pressure switch or weak field coil on Ac clutch OR a very wide air gap on ac clutch(works when outside and engine temp is low and as temps increase and ac goes to cycle off and back on not enough magnetism to engage clutch again).Vacuum??? I don't think so, electronic activated doors(temp blend)I am pretty sure. LOL Blue

I can't even find the steering wheel cruise control switches in a '09 wiring diagrams either!! Very odd....
I found the fuse on the driver side kick panel #5 5amp, it was fine, looked under the hood and found both cables were off the clips prior to the bracket. put the throttle one back on, couldnt get the cruise one back on the insert, I'll try again tomorrow when I have some tools. She said the light comes on but nothing happens... ?
Did you look at the push button type cruise deactivation switch touching the brake pedal under dash?Found about 10 escapes(no cruise complaints) and every one was out of adjustment with no cruise. Jump wire and then test drive.If cables were off clips prior to bracket and that was you problem don't you think the throttle cable would not work also?Unplug wire connecter at speed control servo and with key on make sure two wires are powered up(test light) key off one wire powered up. If key is on and only one wire is powered up jumper two wire conecter under dash at deactivation switch and see if you now have two wires powered up- yes -then test drive. Escapes do not have the deactivation switch out on the master cylinder like the ones on the Fords that were recalled for poss fires.I prob did at least 300 of those recalls. LOL Blue
just to clarify the cables were just off the clips that route them to the bracket, not off the bracket itself. I'll check the switch and run the tests you suggested too. Thanks for the tips!
here is a pic of the clip I'm trying to describe....where the heck does it go???? Is there a bracket missing or something? This is under the black cover on the passengar side about 8-10 inches from the bracket where the cables go.
And unlless I pound it in it doesnt go in that insert willingly...and it has stops on the cable where the clip is so it can't got too far from there...? I also checked the switch on the pedal, turned it and popped it out and it seemed ok...put it back in and made sure it was touching the pedal. I told her to try it again. I have limited tools and time here at work so I check on her afternoon 15 min break.
I would jump the connector--unplug at deactivation switch and put a paper clip in it---had another Ford tech work ALL day on one and went over there and put a paper clip in it and it worked.Ask your wife-if she tapped brake pedal lightly cruise did not go off, she had to tap it a little harder to get it to go off(when it worked)-adjustment is not as easy as it looks, have to bend bracket sometimes.Have replaced quite a few electronic cruise servos on fords--- just not Escapes--- all seem to be pretty much alike except for cable which can be switched pretty easy.You said cruise light comes on in left lower corner makes me wander if cable is broken though. LOL Blue
