Transmission Front Bearing Retainer Cover

I removed the bearing retainer cover on my 92 explorer m5od transmission to inspect the input bearing. Now when I install the cover it tightens up the input shaft bearing so tight that I cannot turn it. The bearings and the shims are the same as before so I can't underatand why it overtightens. Should there be a gasket for the cover there was just silicone before?

tried a gasket

I made a gasket out of cork. which seemed to help but after i got it back togather it was very rough when i turned the input shaft in a couple of the gears. It seemed to get better if i loosened the plate off alittle so hopefully i'm on the right track. A little more research I guess.
