PSD wont start!

PSD wont start!
my 1996 PSD used to smoke diesel horribly so i just rebuilt the IPR when i put everything back together the truck wouldnt start no fuel was getting to the injectors so i pulled the sileniod that goes over the ipr and cleaned the shaft really good and the inside of the sileniod. after that it cranked but ran really rough and would rev up to about 2 grand then thats it. new filter, cleaned the little screen on the side of the filter bowl, changed the cps, the oil resivior is full,oil is full, it has diesel in the filter bowl. any help would be appreciated thanks
