I got some photos how do I post them?

I found some gunk blocking the regulator, that did not fix it.

I have a connector on the right of hump under dash. But it does not state anything.

I have an Actron CP9145 OBD2 Scanner. It does not match connector.

Ok, I feel like a fool. My Actron CP9145 does connect to the connector. I was looking at the wrong one.
Connected and it says 181 error codes. They all are P0000, Fuel Air Metering Aux Emissions Controls.
The scanner acted funny.......Operating Error Check Connection Yes or No. And it would reset and go back to main menu.
Live data was really odd. Coolant temp 419°f , the engine was off for at least 3 hours.
And several others didn't male sense.
I am thinking my PCM is bad.

You had 181 error codes? All P0000? Were you able to clear these codes and check if any reappeared?

Its probably the scanner and not your PCM. My guess is the scanner doesn't work with diesels.

Coolant temperature is not one of thelive data outputs that work with the powerstroke it just goes to the guage I have an Auto Enginuity Scanner that hooks to the computer and works great on a 96

I did the "Clear codes", and they come right back or they never cleared even when the scanner said they did.
When plugging scanner in it enters vehicle setup I can select 1995 ford 7.3l diesel.

Not to hijack this thread, but I have that same port in my truck. Mine is a 1995 and the manufacture date on my is 1/95, would this be considered a late 95 production model and actually be an OBD2?

It has got to be OBD2 for it to hook up. There was a post earlier in this thread about being able to send out pcm and have it flashed to OBD2. My manufacture date is 2/95.
My scanner does identify it as OBD2.

So just because it's in there doesn't mean it's an OBD2? I guess I need to get my hands on a scanner to find out.

What's weird is, most vehicles will have the emissions label stating the compliance. I had read somewhere that on my truck it is in the door jam. But I can't find it. I'm almost sure 1996 and up are OBD2. I am gonna say my 95 is just for the reason my scanner does see it. I am hoping to get more feedback from the people here, though.

Just checked my and it has no emissions labels either, just the MFG info on the door. I was under the same impression that OB2 was 96 and up, but I think I have also seen something about late model 95's could be also. Again, sorry about the quick hijack and good luck with your situation.
