Brady, yes it may not effect you, but for me, I am not going to be able to get my 1948 Ford F-1 to pass, even if I was to try with my current 226 L6, nor my 71 chevelle with a 99' LS1 that I would have to update to 99' Z28 Camaro smog spec, or any of my other older or Classic cars and trucks..
nor any of you other older classic cars, truck and hot rods.. This law will send many classic cars and trucks too the crusher... your 1970 Truck is now current exempt, but if the law passes, you will have to join the world of getting it smog tested as it will be required.
bottom line, anything older than 1993 (2008-15=1993) will have to pass a smog test before it gets registered every other year.

I read it like you Brady. Won't affect the vehicles that are now exempt, they still will be, but the ones between 1976 and 15 YO would double the inspection to annual.
I'm against ANY additional inspections!!!. But you guys with the classics would still be okay.
I would say this has a good chance of passing because it is logical. Cars over 15 years old are far more likely to fail an inspection. Careful before you flame me - understanding the logic does not equal support.

That's the point I'm making, Brady. That's a synopsis of the bill. The smog part is an amendment to the bill.

Y'all are a bunch of young 'uns...this is absolutely nothing new at all.
This was CA law at one time.
Thru the mid 1970's, CA not only required emissions testing on 1961 and later vehicles (all of which had PCV systems, or had them added by CA law), but required 1950 thru 1960 vehicles to have the PCV system installed and the IMCO system installed on all 1950/66 vehicles, and non CA vehicles that didn't come with it.
IMCO (the retrofit kits) was a device that was spliced into the upper radiator hose with vacuum lines running to the dizzy...it was next to worthless, made the vehicles run like chit, but it was a requirement.
If you knew someone back then with a smog license, for a coupla bucks, they would sign them off, but not anymore. Today, it's a felony.
We usually took the crap off till it was time to buy new tags. Some peeps went to extremes, registering the vehicles in states like Alabama, (it could be done over the phone!), then running those license plates.
If caught, CA would hang your azz, the fine was well over a grand, and all the crap had to go back on...with no waivers considered.
Waivers were available if the parts were obsolete. All that was required to get a waiver was have the local dealer (the partsguy!) sign a statement of facts.
