Exclamation voltage at spout

bought a new tfi module, no change. still idles rough and no power/lugs, while driving.

one thing i noticed even with the new tfi module (which i tested and is good) the voltage at the spout connector while idling is only 5 volts. my book says it should be battery voltage. can someone confirm this? if not does anyone else read around 5v at the spout connector? (spout jumper out of course)

please advise

Tedybear is gaining momentum as a positive member of FTE.
BUMP for an answer!! It's going to be a while until I get our 2.9 back together for a test fire.
