The cover doesn't look like any ford diesel cover I've seen before, and I doubt they would throw it on just to hide whats under neath. The point of these test mules is to see how the engine behaves and performs in the truck environment it will be in. That little cover could probably trap a lot of heat, so I'm guessing it is just not thrown on their randomly.
It would be incredibly stupid for ford to get rid of the PowerStroke name. The 7.3 is legendary, the 6.0 was meh, but the 6.4 should be a winner. Getting rid of the PowerStroke name at this point would be like getting rid of the F-Series naming.
The engine cover looks very similar to the one used on the European Range Rover 3.6L TDV8 and as Lead Head pointed out it is probably there as part of the testing.
