wastegate ?

Had to take turbo off yesterday to add bolt that had fallen out so I was reading the manual about the wastegate and how to adjust it... It said to get a vacuum pump and punp the valve to 5lbs pressure and the rod should line up with the lever.. My ? is when I pumped mine up the rod didnt move in or out? does that mean the wastegate is not functioning properly? If not, what would the signs of a faulty wastegate be?

You can't use a vacuum pump on the wastegate, you need to use compressed air to blow into the canister to have the rod move out to hook the wastgate to the rod.
