Power steering

I recently had my power steering go out! I chose the obvious problem of the power steering pump failure and changed it. But that was not it and with my limited mechanical ability can only turn to your wisdom and guidance. I don't know what else it could be and how much of a pain in the ass it will be to fix it. So please tell me. Thanks again for all your help!!!!!!

The power steering does not work at all. It's all hand steering and there is no fluid leaking out. I put ATF fluid in to help clean it out a bit. No noticable difference.

there are just few major components in a PS system - pump, gearbox, lines between them. If the pump is new, and you get fluid flow from the return line when you disconnect it at the pump, I think you should be looking at the steering box, as there really ain't nothing else left. Now what can fail in there I dunno, tis usually the shaft seals that wear out and start leaking, but that ain't your case, tis something internal methinks.
