Personally, If I had 32K to spend on mods, I'd get either a PSD, or a Cummins.
Theres' a tune available for the 6.4 that gets you into the 1000 LbFt range!
The IH IDI's are just not the best starting point for enormous power/torque.
But they are extremely reliable, easily maintained, hard working engines

Maybe these pictures can give you a better idea (cylinder bores are 4", so looking at this, the main caps are at least 1" thick and I'm guessing they weighted over 1 kg each). I haven't seen the bottom end of a powerstroke, but this is just massive, they fill the clearance in the oil pan almost completely.
A powerstroke conversion would a challenge to say the least. I would never do it even if it were for some one else. By the mid 1990s trucks were highly integrated operating systems and retrofitting such a computer integrated engine into an older chassis would require a lot more thinking outside the box than I think it would be worth. The 6.4L........I won't say what I really think about that guzzler......
I would consider a cummins 12V, but since I can already get the results out of my 6.9 without sacrificing reliability or fuel economy, I just don't see the point.

Out here in oklahoma we don't have emissions testing so I would think as long as no one was really bragging about it or a shop was advertising it, there would be no problem unless someone was to move out of state. I have heard that they want to bring emissions testing back here to oklahoma but that has been at least 2 years since I last heard that. depending on where you live, I would cut it out but definatly save it just in case they bring it back. Im sure thats not a cheap pice to replace.

No those things are wicked expensive!! I work on the big diesels and one of those DPF (roughly, it depends on the truck.) Cost around 5000 or so. Tats wat the parts guy was mentioning. But in one of the Diesel Power mags. there is a company tat makes the DPF Delete Kit. It says how much of an increase you get. But idont remember the numbers.
