GLR is gaining momentum as a positive member of FTE.
Looks like an old style electric brake controler with a circuit breaker and a big gob of electrical tape. My 75 F250 had one like it.

alright, thanx...i guess ill just trace the wires back and git rid of it all.....the box in the bottom of the pic with the wires and tape is actually my modulator
