93 2.3L pwr increase

I just bought a very nice 93 supercab 2.3L 5spd. I'd like a few more hp. What would be the easiest & cheapest way to get 25hp increase. I know this is 25% which may be significant. I believe this will likely increase my mileage which is 20mpg. Also do any of you happen to know what the optimum speed for mileage is. I'm assuming 55 would be optimum.
