Could be anywhere or nowhere. What kind of truck do you have?

What engine do you have. On the 5.0 I believe it come from under the intake plenum to the throttle body. The valve should be near the throttle body. I believe it is shown in the Hayne's manual

Just look for a metal tube that runs from one of the exhaust manifolds to the intake manifold area, then you will find it, as that tube will go right into it. Can be different on some models though.

I have a F250 5.0 1988 oh ok could the egr valve be the reason why my idle is so high and the reason for a high amount of carbon build up in the intake?

Yes, or maybe the EGR tube is broken, it runs from underneath the upper intake to the valve that's on the left side of the throttlebody.

Not without throwing codes and causing drivability problems, the EGR actually helps improve milage as well.

How should I go about trouble shooting my Egr, if there is no vaccum will it be shut or open, should I go ahead and replace it since its an original part 88 part. or should I try to get it unstuck. 10 mpg is killing me here in miami fl.

I haven't read anywhere about you actually checking the vacuum lines. Being a '88 i'm sure those lines are weak and probably broken somewhere.
