Firstly what kind of paint, Clear coat or just enamel? How deep are the scratches?

Rubbing compounds aren't usually intended for clear coats and might be a little too coarse. Some of the spider webbing could be in the wax, so start by stripping the wax. A clay bar or even dish soap will do a pretty good job. Then a mild polish to start, I would use mother's phase 1 pre-wax cleaner or reflections polish. If the scratches look minimal, you can try a sealer and glazer to smooth it out. If not, you will have to try a stiffer polish.
