Big torque to 4500?

Well... my kneejerk response is to drop a built Cummins 6BT 12V in. I know of serveral that are off the scale on dynos that measure up to 1200#'s.
But I don't really think that is what your asking.

What are you defining as "big torque"?
Why 4500rpm?
How do you define "reasonable"?
What performance technologies are you familiar/experienced with?
Are you limited to bolt-on or are you a capable fabricator?
Etc etc etc
If your like the rest of us, budget is your limiting factor. Figure out what you realisticly have to spend and then cut it in half and use that figure to define your project. Why half? Because your going to run into things you didn't plan for and it's going to cost more.
