My brothers 88 Ranger with a 2.9(i think) has a leaking water pump. How hard is it ti change the water pump, and about how much will it cost? Any help will be great.

Getting all the belts on and off is the hardest part, for me.
Removing the fan shroud makes it easier on any vehicle. Removing the radiator (if no a/c) can sometimes make sense too. They sell special tools to remove the fan clutch. Basically a set of really thin wrenches. Not too hard, just time consuming. I would probably change the thermostat at the same time.
FWIW: I would flush the vehicle BEFORE I removed the water pump.

I've changed the water pump on my '87 BII twice, and it's not too bad. The first time was the worst, because I tried to do it without the fan clutch wrench set.
