problem with brakes when it is wet out

As the title states,I am having an issue with the brakes on my 99 ranger when it is wet outside. When I hit the peddle the brakes engage and then all of a sudden it is like blam the brakes really engage/bite then release, then repeat for the next fewtimes I hit the brakes during that trip. After about 4-5 times it won't do it again until the next time it rains. Could this be an issue of the rotors getting a rust layer? something else?

ynevada is starting off with a positive reputation.
its the rear locking up?
youve got leaking wheel seals, or wheel cylinders. OR the rears are way out of adjustment.

but my guess is the shoes are contaminated with something.
check the rear brakes.
