If you have vacuum at the EGR valve nipple while at idle, the EVR solenoid is passing vaccuum when it shouldn't.
First, disconnect the solenoid's electrical connector to see if the solenoid then stops passing vacuum. If it doesn't, the solenoid probably has junk built up inside and is sticking in a partially open position.
