Radio Console Bracket 01 explorer xlt

I have an 01 explorer xlt with 114000 miles .. I got it with 63000 miles.
The radio console bracket has always been dull. Now it started peeling and under it. its very shiny black... Is this peel the factory tape? if i peel this all off will I have now a brand new clean scratch free bracket? Or will I be killing my dash?
Thanks

Very common on these trucks. The peeling crap is a (cheap) finish. Under that is the bare plastic.

I'm going to remove that cheesy finish on my bezel and get some matching spray paint for the gray dash and refinish it myself. There are places that sell this paint that matches Ford's colors.
