There is no outside temperature sensor.
When it's cool (below 50F or so), the refrigerant gas contracts and lowers the system static pressure below the cycling switch's trip point (around 45 psi).
When the ambient gets back above 50F (or so), the gas expands and the pressure increases to the point where the system can now cycle.
Under-hood temps can cause significant variation in the temperature where this change takes place, so keep in mind that a hot engine compartment may allow system operation at a lower atmospheric temperature than stated.
