I am not exactly sure what you are saying is the same thing i complained about in my 04 SD 4x4 or not. When i bought my SD new i noticed that as i went up a hill or other load bearing situations i would slightly give it more pedal, most of the time this occured after converter lock up,i expected it to not downshift, but to just unlock, with a little more pedal it would downshift, at that point it was just too much, too much pedal, too many revs. Every car/truck i have ever driven would just unlock under the same conditions, i think most people can't tell the difference between unlock, and a downshift, After i drove the truck a few more times i noticed that when i wanted it to unlock, not down-shift, i would just take my foot off the gas for a moment, bang, unlock.I hope i didn't make this confusing. Now i am used to it i do it without thinking.

I've noticed the same thing - if you slowly lay into the pedal with a good load (or going up a steep hill) it won't downshift.
If you snap the throttle, it'll do it in the same conditions.
I always took it as a way to keep from downshifting under a heavy load, when you don't want it. Never saw it mentioned in the owner's manual though.
